Agencies can’t investigate death of inmate Jamycheal Mitchell

Efforts to investigate the death of Hampton Roads Regional Jail Prisoner Jamycheal Mitchell have exposed a troubling authoritative oversight. The Virginian-Pilot reports that state agencies lack the jurisdiction to obtain internal documents from the jail. Two reports have concluded that Mitchell should’ve been transferred — the closest any agencies have come to assigning blame.
